  7. The Election System 2000 (ES-2000) is a complete election management system
  8. which covers the entire election cycle, from pre-election preparation, to
  9. actual precinct voting, to verification of results. The ES-2000 addresses
  10. issues of security, accuracy, and integrity throughout the election process.
  11. It includes the ACCU-Vote unit and Vote Tally System (VTS).

  13. The ACCU-Vote unit is used at the voting center and is comprised of an optical
  14. scan reader, ballot box, and precinct identification memory card. When a voter
  15. inserts a ballot, the unit records the voter's choices before securely
  16. depositing the ballot into the attached ballot box. The optically scanned
  17. ballots provide the voter with a direct means of voting and election
  18. administrators with a visible audit trail.
  19. The VTS software is used by the election administrators and automates the
  20. election cycle by preparing ballot layouts, conducting the election, and
  21. processing and reporting results.
